This position supports Diné Development Corporation (DDC) and the operating subsidiaries of DDC through support of the contracts, procurement, and pricing activities. Requires ensuring accurate and timely review and preparation of contracts, acquisition activities and associated processes and procedures.


Duties & responsibilities:

  • Provides contract administration for organizational contracts with federal government clients
  • Manage the preparation, examination, analysis and revision of contracts and subcontracts involving the delivery of services and/or the purchase or sale of goods and services.
  • Oversee and monitor contract performance and provide status updates and reports as necessary.
  • Oversee preparation of contract briefs and revisions that summarize contract requirements and budgets.
  • Directly participate in proposal planning, proposal creation and delivery and oversee support of junior team members in the same process.
  • Provide oversight and ensure proper acquisition, delivery, distribution of purchases in accordance with contract definitions.
  • Ensure proper tracking of contracts, authorizations and correspondence are accurate, timely and are organized.
  • Ensure proper maintenance of audit file for each contract including contract award, associated correspondence, changes, amendments, contract summaries and payment schedules.
  • Ensure contract compliance with legal requirements as well as government requirements and specifications.
  • Provide oversight of contract close activities.
  • Ensure accounting receives the proper payment schedule for each contract.
  • Responsible for the development of Cost and Pricing Volumes for proposal submissions
  • Responsible for the development of negotiation strategies and the ability to effectively communicate these strategies. Responsible for price to win strategies in support of proposal efforts.
  • Develop and maintain relationships with key partners and customers
  • Provide supervision for (1) contracts administrator.
  • Provide oversight and guidance on joint venture contract preparation, examination, analysis and revision of contracts and subcontracts.
  • Oversee the setup of a NAIC’s (size standards), revenue measurement system, that can provide real time data on existing DDC portfolio companies current and future position under the SBA small business program requirements.
  • Provide contracts training and development for assigned subsidiary management and operational technical staff.
  • Support the development and submission of formal federal agency mentor protégé program packages (i.e. SBA, DoD, etc.)
  • Support the development and submission of new SBA 8(a) program packages.


  • Detailed knowledge of the FAR, DFARS, and GSA Schedules.
  • Experience writing subcontracts with little to no oversight.
  • Draft and review of teaming agreements and NDA’s.
  • Detailed knowledge and understanding of different contract types (FFP, T&M, Cost Plus, and Hybrid)
  • Experience managing SATOCs and MATOCs
  • Experience managing contracts in the IT, Natural Resources, Engineering, and Facility Support Industries

  • Detailed knowledge of the SBA 8(a) program / small business program, joint ventures and mentor protégé programs.
  • Experience working for a Small Business and/or 8(a) ANC/ Tribal organization is a plus.
  • Experience working in multiple market segments with the federal government
  • Ability to read, analyze, and interpret common scientific and technical documents, financial reports, and legal documents.
  • Ability to write presentations, speeches and documents for use internally and to the external audiences that conform to prescribed style and format.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Certifications Required


Education Requirements

  • BS/BA Degree with 5-10 years working knowledge of contracts administration,
  • Must possess at least 5-10 years’ experience in negotiating, drafting and administering complex government contracts.
  • Working knowledge of procurement regulations (FAR, DFAR) required.
  • Certifications- CPCM or CFCM is a plus
