    Provides full time entry level, on-site support as a Registration Authority for the Defense Information Systems Agency (DISA) located at Fort Meade, MD supporting the DoD’s Public Key Encryption/Infrastructure (PKE/I) implementation.  As a Registration Authority, the candidate’s duties will include providing specialized expertise to assist Local Registration Authority personnel in the creation of NIPR and/or SIPR PKI tokens, and interfacing with Trusted Agents for Token request, distribution and unlocking PINs. The position’s primary and associated duties may include the following:


    General responsibilities:

    • Ensures the rigorous application of PKE/I policies, principles, and practices in the delivery of all information technology (IT) and IA services.
    • Briefs DISA Leadership on all PKE/I related activities, including technology changes, working group updates, short/long-term project updates, and any other PKE/I related information
    • Monitors and evaluates the effectiveness of PKE/I related IA security procedures and safeguards.
    • Develops PKE/I related customer support policies, procedures, and standards.
    • Ensures that protection and detection capabilities are acquired or developed using the IS security engineering approach and are consistent with DoD Component level IA architecture.
    • Has a working knowledge of DoD provided PKE/I and IA tools. Has a working knowledge of policy, guidance and evaluation criteria of the DoD Public Key Encryption/ Infrastructure Program.
    • Prepares and/or oversees the preparation of IA certification and accreditation documentation related to PKE/I.
    • Analyzes, develops, evaluates, and integrates PKE/I policies.
    • Identifies the IT security program implications of new PKE/I technologies or technology upgrades.
    • Interprets security requirements relative to the capabilities of new information technologies.
    • Interprets patterns of non-compliance to determine their impacts on levels of risk and/or overall effectiveness of PKE/I programs.
    • Analyzes identified security strategies and recommends the best approaches and/or practices.
    • Monitors and evaluates the effectiveness of PKE/I security procedures and safeguards to ensure they provide the intended level of protection.

     Additional Responsibilities:

    • Interact with internal DISA PKE/I associated groups and stakeholders to ensure DISA PKE/I initiatives are in-line with larger DoD community’s efforts, as well as meeting internal goals and timelines.
    • Ensure that DISA is compliant with all DISA and USCC OPORDs, TASKORDs/CTOs/DTOs, and other DoD policies/guidelines/instructions
    • Make ongoing recommendations of network policies and standards relating to PKE/I.
    • Quickly turn business problems into technical solutions.
    • Manage configurations and the deployment of equipment in compliance with established technology policies.
    • Recommend technical solutions that will enhance performance, increase redundancy, and add flexibility to the existing infrastructure.
    • Troubleshoot and report of network performance issues related to DISA’s PKE/I implementation.
    • Maintain the appropriate relationships with 3rd party vendors and evaluate vendor hardware, software, and communications products and to provide recommendations for purchases with our corporate objectives in mind
    • Provide analysis and recommendations, based on testing and evaluation, for new hardware and software applications and provide results to DISA senior leadership with net-worthiness recommendations and suggested mitigation activities required to ensure compliance with DISA and DoD IA policies, guidelines, directives, and manuals related to DISA’s PKE/I implementation.
    • Provide journeyman level assistance and technical research with DISA’s Security Assistance Visits (SAVs) and Cyber Compliance Readiness Inspections (CCRIs) as defined in DoDI 8510.01 as related to DoD and DISA’s PKE/I implementation.
    • Knowledge of DoD’s two-factor/multifactor/biometrics technologies and current development, architecture, and implementation efforts across the DoD enterprise
    • Other duties as required


    Required Qualifications:

    • Entry level knowledge (including operation, architecture, and configuration) of DoD’s PKE/I implementation in a global enterprise environment, including infrastructure, deployment, and architecture
    • Ability to conduct technical research of DoD PKE/I Security Policies, Guidelines, Directives, and Manuals to ensure proper compliance and implementation of the same within the DISA Enterprise Network environment
    • Knowledge of two-factor/multi-factor authentication (TFA/MFA) technologies, including biometrics, and DoD’s efforts to implement across the DoD enterprise
    • Excellent interpersonal skills and able to work as a productive member of a team.
    • Ability to coordinate multiple tasks simultaneously.
    • Demonstrated capability to achieve results under pressure.
    • Manages time effectively and according to priorities.

    Education Requirements

    • Bachelor’s Degree (cyber security, information assurance, information technology, technical, or engineering discipline preferred) or equivalent experience
    • Minimum 3-5 years relevant experience
